  Overview
The recession officially ended in June. "Cash for clunkers" and home purchase subsidies had a transitory effect and unemployment rates are rising in both the U.S. and in California. Did the recession really end or are we simply taking a breather before the next one hits? If it is a recovery, where are the jobs? And how will California with its problems in Sacramento fare in this recovery? Will the recovery skip over parts or all of California?

The 8th Annual Orange County Economic Outlook in October will discuss these issues along with a focused view of the Orange County regional economy. We will also feature a panel discussion of the new healthcare reform legislation with an emphasis on the legislation’s likely effects on California business.

  • How do businesses currently provide (or not provide) healthcare to employees? How is this likely to change as a result of the new law?
  • When it comes to costs, there are two issues: first, who shoulders them, and second, how do we get the overall cost level under control. With this in mind, (1) how does the new law affect employers’ responsibilities for health care costs? And (2) to what extent does the new law limit the future growth of health care costs?
  • What benefits might businesspeople see as a result of the new law (in terms of reduced sick days, greater productivity, etc.)?
  • How will the reform affect “job lock”—people reluctant to leave their jobs due to health insurance benefits?
  • What are some solutions for creating higher quality healthcare for reasonable cost growth in the long run?
